The plate refers to the 100 appearances that he made for England National Football team which is a huge milestone in the game. The 7 refers to the number on the back of his shirt that the England hero usually wore. Driving the $500,000 supercar around Los Angeles he cruised along Sunset Boulevard with his window down wearing some wayfarer sunglasses and a black beanie. He also showed off his personalized seats which had his current shirt number '23' engraved on them!
